It's odd that you are still having this issue, but on rare occasions it can happen. Have you double-checked all your settings? Otherwise, it seems to me it may be a slowness issue in connecting to Apple's iTunes servers.

Usually, this kind of problem is temporary, even though they can last for a few days in some circumstances. Can I suggest that you try purchasing the gems at different times of the day? During peak hours, the iTunes servers may be overloaded and this may lead to a delay in the communication between them and your device.
