Sorry to hear this continues to be an issue, and I wish there were more I could do. As mentioned before, we can’t access, view, edit or modify billing or payment transactions within Apple.
Relying on anonymous iTunes pings, our servers determine payments completed following order commands. Only then will they credit the in-game currency to your account. If we do not receive that ping, the process cannot be completed. This is what happened to your purchase.
Apple still may be able to reverse the order via iTunes. You can contact them directly at: http://www.apple.com/support/itunes/. Use the “contact support” link, and select “Contact iTunes Store Support,” – then choose the option that applies to your case.
